David C. Mills named trustee emeritus of Casey Family Programs

The Board of Trustees of Casey Family Programs has elected David C. Mills as trustee emeritus for his meritorious contributions as trustee and chair during his tenure with the Board.

Mills was appointed to the Casey Family Programs Board of Trustees in December 2007 and became chair in June 2016. He retired in May 2021. During his tenure, he played a critical role in guiding the evolution of Casey’s work toward Building Communities of Hope. He continues to be a relentless champion of hope for children and families.

Mills previously served 11 years as an alternate trustee and four years as executive director of the State of Wisconsin Investment Board before retiring in August 2007. Throughout his illustrious career, Mills held various positions of responsibility within the Wisconsin Department of Employee Trust Funds, including that of deputy secretary and chief operating officer for 11 years. He also served eight years with the Department of Health and Social Services in Wisconsin, including serving as director of the Office for Children, Youth and Families.

The trustee emeritus designation is an honorary one bestowed for distinguished service. It provides opportunities for the former trustee to be invited to Board meetings and special Casey events, and to undertake special assignments as requested, although not as an active voting member of the Board.

The Board congratulates Mills on this designation and greatly appreciates his commitment and continued partnership in support of children and families.
