Comparison of Experiences in Differential Response Implementation

This report provides a snapshot of considerations to help child welfare jurisdictions in planning and communicating the DR approach to stakeholders. This report includes three parts:

  • Analysis of jurisdictions’ implementation experiences
  • Matrix comparing implementation experiences and additional information across 10 jurisdictions
  • Information regarding resources for jurisdictions considering DR or in the process of implementing DR.

The child welfare jurisdictions discussed in this report and highlighted in the matrix were chosen because they have considerable DR experience or because their implementation of DR has been tested in a rigorous evaluation. The choice of these jurisdictions is not intended to serve as an endorsement of the “best” DR jurisdictions, but instead to identify a sampling of diverse jurisdictions including large and small states, state vs. county administered child welfare systems, and various social and political environments.

Information was gathered from informational requests from jurisdictions, conversations with agency managers and DR leaders from some jurisdictions, as well as publicly available literature and documents.
