The Need to Reauthorize and Expand Title IV-E Waivers: Ensuring Safe, Nurturing and Permanent Families for Children

This report is the second in a series of white papers on improving the child welfare system. It examines how IV-E waivers have positively impacted the child welfare system in five states.

The white paper reviews how IV-E waivers have enabled states to achieve foster care caseload reductions and reinvest the IV-E foster care savings in prevention, family support and permanency.

“These strikingly successful examples of major child welfare reforms financed with IV-E savings should inform the goals, evaluation designs and funding formulas for a new round of flexible IV-E waivers,” says the report, which has been distributed widely to policymakers, the media and our partners.
